Established in 2010 as The Foundation HOPE in Orange County, California, The Hemp HOPE Group has been at the forefront of the hemp and cannabis advocacy movement. HOPE, which stands for "Hemp Offers People Everything," embodies our belief in the transformative power of this versatile plant.

A Call to Action
As we delved deeper into our research, it became evident that hemp's criminalization was not due to any inherent danger to humans, but rather posed a threat to the profits of several powerful industries. Big Oil, Paper, Timber, Pharma, Sugar, and Private Prisons colluded to keep hemp illegal, fearing its potential to disrupt their bottom lines.
Taking a Stand
With this realization, we transitioned from mere awareness-raising to active engagement in advocacy and legislative change. Our efforts focused on challenging hemp's criminalization and advocating for its legalization and integration into mainstream industries.
Achievements
In 2013 and 2014, we played a pivotal role in crucial legislative victories. We assisted in getting hemp added to the national farm bill, signed by President Obama, and successfully lobbied for the legalization of hemp for research and development in Virginia.

(a) The CLEAN (Cannabis Legalization and Equality Action Now) Act is hereby established to address the historical injustices, societal disparities, and economic imbalances resulting from the unjust prohibition of cannabis.
(b) The preamble of this act recognizes the millennia-long history of cannabis and hemp usage across various cultures, emphasizing its versatile applications in agriculture, medicine, and industry.
(c) To uncover the roots of cannabis prohibition, this act delves into historical accounts, including but not limited to the works of Jack Herer, to expose the economic interests, racial biases, and systemic exploitation that led to the criminalization of cannabis.
