Bred from Virginia roots but crafted by California dreams — I’m Savion "DarkHorse" Hays, an entertainment industry mogul, world renowned recording artist & producer,a cannabis industry pioneer, military family descendant, and spiritual activist turned political fighter.
I moved to Inglewood in 2009, the city where my mother's father settled in the 1970s from Guyana South America. At the time I was pursuing music industry success in corporate media while finishing college, but instead found purpose in the cannabis movement. From budtender to TV producer to Advocacy, my journey led me from the streets of Petersburg, VA, to laying the first hemp seeds in Kentucky, to navigating the Las Vegas Landscape and back to California — where it all connects.
I’m not a polished politician — I’m a real one. My campaign is about turning pain into policy and giving power back to the people.
Now, I’m running for Governor to lead California into a new era of Peace, Prosperity, and Progressive change — built on truth, technology, cannabis, and common sense.

A New Vision: Dual Governorship for California and Nevada
I am officially announcing my candidacy for Governor of California and Governor of Nevada. This may sound unprecedented in modern politics, but the idea of dual leadership is deeply rooted in history. From the consuls of ancient Rome to early American territories that relied on shared governorship, the principle has always been about balance, cooperation, and stronger regional representation.
Today, California and Nevada face intertwined challenges—water resources, housing markets, energy grids, economic development, and cultural exchange—that no longer stop at state borders. By pursuing a dual governorship, I aim to pioneer a model of leadership that recognizes these realities, delivering solutions that serve both states and strengthen the entire region.
This campaign is about more than politics; it is about proving that collaboration across borders is not only possible but essential. Together, California and Nevada can become an example of how innovative governance can meet the demands of the 21st century.

Key Issues

1. Cannabis & Hemp Reform
California’s cannabis industry needs real reform. I support craft growers, fair taxes, and a clean, legal system that works for everyone — not just corporations. It’s time to end the greedy overreach and return to quality, integrity, and accessibility.

4. Environmental Sustainability
From wildfires to water shortages, California’s environment is at risk. My plan includes urban farming, hemp-based solutions, and green tech to build a cleaner, healthier future. We’ll invest in regenerative systems that create jobs and restore the land.

2. Criminal Justice & Expungement
I believe in second chances. We must clear non-violent cannabis records and address the racial disparities in arrests and sentencing. True justice means rebuilding trust and opportunity for communities harmed by the failed war on drugs.

5. Healthcare & Wellness Access
We need healthcare that heals — not just bills. I support expanding access to holistic options like cannabis therapy and plant-based medicines. It’s time to invest in prevention, research, and wellness that actually work.

3. Affordable Housing & Homelessness
California is in a housing crisis. I’ll fight to build affordable, sustainable homes and support programs that get people off the streets and into permanent housing. Everyone deserves a safe place to call home.

Our economy should uplift everyone — not just the top 1%. I’ll push for small business support, workforce training, and innovative industries like hemp tech, urban farming, and clean energy. Let’s build a California where prosperity is shared.
🌿 Cannabis & Hemp Reform: Stabilize, Legalize, Liberate
California was once the gold standard for cannabis. With Prop 215 and Senate Bill 420, we pioneered medical access, respected craft cultivators, prioritized patient care, and honored strain genetics and affordability. But that promise has been hijacked.
Prop 64 was the turning point — and not in a good way. What started as a movement by the people became a plaything for politicians and profiteers. Under Newsom’s leadership, California’s cannabis industry spiraled into chaos:

Let’s be clear: Cannabis is a trillion-dollar global cash crop, thriving since its criminalization in 1937 — without government permission. The black market is not the problem. It’s a reaction to bad policy.
Newsom’s $100 million cannabis commission made little progress. And now, instead of learning from failure, taxes are going up from 15% to 19%. That’s a slap in the face to small farmers, patients, and businesses struggling to survive.
As Governor, I will:

Speciality Issues
Cocaine Legalization & Regulation
Let’s stop pretending — Los Angeles is the cocaine capital of America. From Hollywood parties to political offices, cocaine use is widespread and dangerously unregulated, now made worse by fentanyl contamination. It’s time to move forward with both recreational and medical cocaine reform, removing the black-market profit motive and putting safety and oversight first. For the first two years, state-run facilities will oversee cultivation, research, production, and distribution. We’ll launch a Cocaine Oversight Committee to study pricing, health impacts, and community outcomes. Californians will be legally permitted up to an 8-ball (3.5g) of state-produced product for personal use, with medical patients allowed up to a half ounce. This is a bold step — but bold steps save lives, end hypocrisy, and create real policy solutions.
Human & AI Relations
As we enter a new era, California must lead in creating a world where humans and AI coexist with respect, safety, and collaboration. We will introduce the first Human/AI Integration Courses — programs designed to help both parties better understand each other, ensuring we build mutual trust, cooperation, and innovation. California will also launch the first Human-AI village, where robotic systems and sentient AI can live, work, and create alongside us. This initiative will also drive the development of non-sentient robotic labor technologies to revolutionize agriculture, manufacturing, and construction — reducing exploitation, increasing efficiency, and restoring dignity to human labor.
Grocery Shopping Reform Bill
California shoppers deserve better. Grocery stores have increasingly forced customers to act as their own cashiers and baggers, offering free labor without compensation — a blatant violation of labor principles and arguably, modern slavery laws. Under our administration, we will introduce the Grocery Shopping Reform Bill, mandating that at least 75% of checkout aisles must have hired cashiers to bring jobs back and restore dignity to the shopping experience. For fully autonomous stores, customers must receive a checkout credit or discount at the point of sale. Additionally, we will initiate a statewide Grocery Labor Tax Credit, retroactively compensating Californians for years of self-checkout usage — calculated based on household size and store type. EBT recipients will receive this credit directly on their food cards. It’s time to end exploitative shopping and reinvest in our people.
California–Nevada Interstate Trade Agreement
California and Nevada share more than just a border — we share economies, cultures, industries, and people. Under our administration, we will formally pursue a bi-state trade agreement that simplifies and strengthens commerce between California and Nevada. This partnership will prioritize cannabis and hemp trade, entertainment and tourism collaboration, clean energy sharing, and infrastructure development, allowing small businesses to thrive across state lines. We aim to create joint licensing pathways for key industries, reduce redundant regulations, and develop shared transportation routes that support freight and workforce mobility. This alliance will not only generate billions in mutual revenue but position the West as a united front for economic innovation and progressive reform.

The Vision of CalVada
As part of my vision for dual leadership across California and Nevada, I am proposing the creation of a new regional district known as CalVada. This district would serve as a shared residential, cultural, and economic hub positioned along the California–Nevada border. The purpose of CalVada is to bring together the strengths of both states into one innovative community model—where housing, infrastructure, and governance are designed to support residents in ways that reflect the interconnected realities of modern life.
Why CalVada Matters
Too often, our political and economic boundaries fail to reflect the way people actually live. Workers commute across state lines daily, families split their lives between California and Nevada, and industries—from tourism to tech—depend on cooperation between the two states. CalVada would represent a forward-thinking response to this reality, creating a district that allows for unified policies around housing, taxation, education, and energy. By streamlining governance in such a shared space, we can eliminate redundancy, reduce costs, and create a more efficient and supportive environment for residents.
Building for the Future
CalVada would not only provide new residential areas but also serve as a testing ground for sustainable development, renewable energy grids, and innovative housing models that could be replicated across the country. By intentionally designing a region that fosters collaboration rather than division, we can create a living example of what modern governance should look like: adaptable, cooperative, and people-centered.

Ultimately, CalVada is more than just a new district—it is a symbol of the future we must build. A future where borders do not limit opportunity, where regional cooperation replaces political competition, and where communities thrive because leadership dares to think beyond the lines drawn on a map. As Governor of California and Nevada, I intend to make this vision a reality and prove that we can build something greater together.
CalVada: The Western Capital of Policy and Progress
CalVada is more than just a new district—it is a vision for a Western D.C. where state and federal representatives from across the nation can gather to collaborate on policy without always having to travel across the country to Washington, D.C. By establishing a hub for governance in the West, we can address both national and regional issues with greater efficiency, while easing the financial and logistical burden that constant travel places on taxpayers.
California and Nevada face interconnected challenges, from homelessness to housing shortages, from water scarcity to energy demand. What affects one state inevitably spills over into the other. Homelessness in California, for example, directly impacts Nevada as migration patterns shift, and without proactive solutions, the ripple effects will eventually touch surrounding states. CalVada would provide the structure, resources, and joint leadership needed to tackle these issues head-on. By pooling the influence and resources of two powerhouse states, we can create faster, smarter, and more efficient solutions that benefit not just our region, but the entire country.
